NAIC

The National Association of Insurance Commissioners, the U.S. standard-setting and coordination body for state insurance regulators.

The National Association of Insurance Commissioners (NAIC) is the U.S. organization through which state insurance regulators develop model laws, model bulletins, and examination tools. It does not have direct enforcement authority over insurers, but its products shape what state insurance departments require.

For insurance AI, the NAIC has issued two foundational products. The Model Bulletin on the Use of Artificial Intelligence Systems by Insurers, adopted in December 2023, tells examiners how to apply existing unfair-practices and unfair-discrimination laws to AI-driven decisions. The AI Systems Evaluation Tool turns that guidance into a market conduct examination instrument. When roughly half the states adopt a NAIC model, it becomes the closest thing to a national baseline for U.S. insurance carriers.
